Senior Secretary, Ministry of Science and Technology
Engr. Md. Anwar Hossain, born in 1962 in the district of Kushtia, Bangladesh, pursued his graduation in Mechanical Engineering from Bangladesh University of Engineering and Technology (BUET). He also obtained MBA degree majoring in Finance. He has been privileged to take part in many domestic and international high-profile training courses, seminars and symposia. He has significant experience in serving at key positions of various ministries of the Government of Bangladesh.
He demonstrates exceptional engineering and bureaucratic skill together with managerial standpoint. He started his career as an officer of BCS 1984 batch in Railway Engineering Cadre and could establish a long glistening track of professionalism in Bangladesh Railway for about two decades. He got promoted as Deputy Secretary in 2006 and was placed at the Ministry of Public Administration. Thereafter, he worked in the Cabinet Division for some time. He was posted to Power Division, Ministry of Power, Energy & Mineral Resources as Deputy Secretary (Development) in 2008. Afterwards, he was promoted as Joint Secretary and was again posted to Power Division in 2012. His responsibilities as Joint Secretary (Development) in Power Division were monitoring, coordination and processing of almost all the development projects (Generation, Transmission and Distribution) of Power Sector in Bangladesh. In 2015 he was promoted as Additional Secretary and was posted to Power Division where he worked as Additional Secretary (Development) up to October 2015. He played a pivotal role in developing Rental, Quick Rental and Independent Power Plant projects in Power Sector within the framework of its short, medium and long term planning. He was the co-chairman of the Joint Working Group (JWG) on Power Sector Cooperation between Bangladesh and India. He played important role in importing power front India, Nepal and Bhutan to Bangladesh.
He was Chairman, Ashuganj Power Station Company Ltd (APSCL) from 09 September 2012 to 01 November 2015 and was the first Chairman of the Board of United Ashuganj Energy Ltd. (UAEL) from 13 May 2013 to 07 November 2015. From April 2013 to October 2015, he was also the Director of Dhaka Mass Transit Company Limited (DMTCL), which is going to implement the first Metro Rail project in Bangladesh. He worked as a Director in the Board of Coal Power Generation Company Bangladesh Limited (CPGCBL) from April 2013 to April 2017, Board of Bangladesh India Friendship Power Company (Pvt.) Limited (BIFPCL), which is a joint venture company of BPDB and NTPC Limited, India from 20 May 2013 to October 2015, Electricity Generation Company of Bangladesh (EGCB) Limited from 16 June 2014 to 12 February 2017 and Nuclear Power Plant Company Bangladesh Ltd. (NPCBL) from 5 August 2015 to 29 April 2017.
He actively participated in negotiation and finalization of financial closing for several Export Credit Agency (ECA) backed power generation projects at the ministerial level. He was also engaged in negotiating several mega coal power projects with the Governments of India, Malaysia, China, South Korea and Singapore. He participated in a good number of SAARC and BIMSTEC energy group meetings on behalf of Bangladesh.
Mr. Hossain has been working as Secretary in the Ministry of Science and Technology since 30 April 2017 and he was promoted as Senior Secretary on 23 December 2019. He is also working as the Chairman of Nuclear Power Plant Company Bangladesh Limited (NPCBL) since his assuming the office of the Secretary of Ministry of Science and Technology. He played the key role in finalizing the General Contract, Inter Governmental Credit Agreement (IGCA), Development Project Proposal (DPP) and IGA on return of Spent Nuclear Fuel of Rooppur Nuclear Power Plant to the Russian Federation. Under his direct supervision the first ever nuclear power plant of Bangladesh-the Rooppur Nuclear power plant has been illuminated with two First Concrete Dates (FCD) of both its units being inaugurated by Honorable Prime Minister Sheikh Hasina on 30 November 2017 and 14 July 2018 and its construction work is also going on irrepressible pace.
